The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Plainville for displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

(a)   No person shall stop, stand or park any vehicle upon such a street in such a manner or under such conditions as to impede snow removal, street cleaning operations and/or maintenance.

(b)   Before any person may be charged with a violation of subsection (a), said person shall be given a reasonable opportunity to comply with said subsection (a). The notice and/or opportunity to comply with subsection (a) shall be communicated to the person in any reasonable manner, including but not limited to actual personal notice, mail, television, or radio. The Mayor, City Clerk or Police Department is authorized to give, or cause said notice of removal to be given.

(c)   Any person found guilty of violation of this section shall be responsible for all costs and removal of said vehicle found in violation of subsection (a).

(d)   Violation of any of the provisions of this section is punishable by a fine of not more than $50.00.

It is hereby declared unlawful for any person to park, stop, or stand any motor vehicle, trailer or semi-trailer on any highway, street or alley within the city for a period exceeding 72 consecutive hours.

No person shall operate or halt any vehicle in such a manner as to indicate a careless, heedless or inattentive disregard for the rights or the safety of others, or in such a manner as to endanger or be likely to endanger, any person or property.

The driver of any vehicle emerging from an alley or private driveway into a through highway or street shall, after stopping and yielding the right of way to approaching vehicles as provided bylaw, turn in the direction of or with the flow of traffic in the nearest lane lawfully available to him or her.

It shall be unlawful for any person to park a truck with an overall length of more than 288 inches, or truck tractor with or without trailer, in any parking zone, parking space, parking stall or parking area, including the parking area provided on the east side of the Plainville City Park, on any highway or street for a period of time longer than sixty minutes of any day; provided that by permission or direction of the police department, all such vehicles may be parked in such places as may be available for the purpose and where such vehicles may be parked in such places as may be available for the purpose and where such vehicle shall not be a hazard to traffic or create a nuisance.

(a)   Notwithstanding the other provisions of this article, all vehicles used for the transportation of merchandise or materials may stand or be parked at the curb to take on or discharge loads on any street marked for parallel parking; provided, that such vehicles may be backed into any curb at such times and places when and where the same may not interfere with or become a hazard to vehicular traffic on such street within the block; provided further, that traffic may be temporarily blocked by any such vehicle backed into any curb to load or unload when the same may be necessary during times as loading or unloading shall be undertaken in an expeditious manner without any delay, upon prior notice to and under the direction and supervision of the police department; provided further, that the driver or some person in charge of such department; provided further, that the driver or some person in charge of such vehicle shall constantly be present or available to remove such vehicle in an emergency and the vehicle shall be removed immediately upon the same being loaded or unloaded as the case may be. The chief of police may place suitable warning signs to direct or control traffic during the time any street may be blocked, or traffic restricted from its normal flow or course.

(b)   Any person violating any provision of this section, upon conviction, shall be fined not less than $50.00 not more than $100.00.
